Unfortunately, Sips missed a conversation with Max (honestly, I've played through this game many times, and I had no idea you could get in to that room) which ties everything together. The betting stub puzzle is easily one of the trickiest and seemingly arbitrary puzzles in the entire game - I can see why sips would be confused by it.
